Institutions continue to receive billions in stimulus funds

The Department of Health and Human Services has been given $1 billion to carry out immunization programs and evidence-based clinical and community-based prevention and wellness strategies authorized by the Public Health Services Act. During the debate over ARRA funding, 186 organizations lobbied Congress for this funding and indicated that while Public Health Departments have staff shortages, the majority of the funds would be used to help unemployed workers and their families get critical basic health services.

Specific spending mandates are:

  • $650 million to address chronic disease rates through evidence-based clinical and community-based prevention and wellness strategies. The funding may be transferred to other appropriation accounts in HHS, as determined by the Secretary.
  • $300 million for section 317 immunization program
    o The 317 program is a discretionary federal grant program that provides vaccines to underinsured children and adolescents not served by the Vaccine for Children (VFC) program, and as funding permits to uninsured and underinsured adults. To see how much your state will receive click here.
  • $50 million for state health-associated infections reductions strategies

The home page for the Health & Human Services Department states “most of Recovery Act funding will go to States, Territories, and Tribes, who will in turn distribute funds through grants, contracts, subsidies, loan programs, etc. Be sure to check your State Web site for information.”
