Law Enforcement – $3 Billion

The Department of Justice is distributing $3 billion in funding for major law enforcement projects, and additional amounts for programs with very narrow and specific purposes. In general, the purpose of the funding is to enhance state, local, and tribal law enforcement efforts, including the hiring of new police officers, to combat violence against women, and to fight Internet crimes against children.

$2 billion for state and local law enforcement assistance
The $2 billion for state and local law enforcement is being administered under the Edward Byrne Memorial Justice Assistance Grant (JAG) Program. Funds will be allocated based on a formula of population and violent crime statistics, in combination with a minimum allocation to ensure that each state receives an appropriate share of funding. 60% of the funding is to be awarded to state governments with 40% flowing to local governments.

$1 billion for the COPS program
The Act provides $1 billion in grants under the COPS Hiring Recovery Program for hiring and rehiring of additional officers. CHRP grants provide 100 percent funding for approved entry-level salaries and benefits for 3 years (36 months) for newly-hired, full-time sworn officer positions (including filling existing unfunded vacancies) or for rehired officers who have been laid off, or are scheduled to be laid off on a future date, as a result of local budget cuts. In addition, there is no cap on the number of positions an agency may request, but awards will be limited to available funding. After 3 years, grant recipients must retain and fund all positions filled under the CHRP grant. We estimate the additional funding will create between 5,000 and 10,000 new jobs.

When will the money be available?

Funding will be disbursed through formula grants to the states. Each state may have its own process and priorities for distributing the funds. Eligible organizations are currently in the process of writing grant applications.

Who will decide what to purchase?

The primary decision makers will be located at police departments, sheriff’s offices, and correctional institutions. In addition, grant applications could also be submitted by courts, prosecutors’ offices, alcohol and substance abuse programs and facilities, domestic violence centers, and public housing agencies.

What will they be buying?

Technology will be one of the big winners in this category. Decision-makers will be purchasing computers, hardware, software, networking equipment, and telecommunications equipment that will help increase the efficiency of various law enforcement agencies. In addition, decision makers will also purchase educational materials, job training, law enforcement equipment and supplies, laboratory supplies, furniture, and office supplies.

Programs that may benefit from the additional funding include general or school based drug abuse education programs (DARE), citizen programs focused on reducing crime such as neighborhood watch or outreach programs; courts and correctional institutions; substance abuse treatment programs; and technology to improve criminal justice and records management.

$225 million has been allocated for domestic and family violence programs with $50 million of that total specifically designated to be used for housing or shelters.
